Less than two weeks after the release of an audit of the Sparta Municipal Court Division, the board of aldermen started making changes, addressing the issues.
According to the audit, released Dec. 2, the overall performance of the municipal division was “poor.”
“We received a ‘poor’ rating and I think it’s the appropriate time to look at what we can do to change that,” Sparta Mayor Joya Cave said to aldermen during the Dec. 13 board meeting.
And change started that night when the board unanimously decided to purchase and install Crime Star, a law enforcement investigation and records management system for the police department.
Not only will the software update the police department, it will aid the department to be compliant with the recommendations of the auditor’s office.
“Neither the city police department nor the municipal division adequately accounts for the numerical sequence and ultimate disposition of traffic tickets issued,” the audit says. “…The disposition of each ticket is not recorded, making it difficult to ensure all tickets issued are properly submitted for processing.”
Police Chief Rick Crawshaw said the police department didn’t have an adequate records management system and what it did have—a free program downloaded from the Internet—recently “went down.”
“We’ve been down two weeks and we’re behind on reports. We’ve got to do something. The best thing to do is get us on track with records management,” he said. “All in all, there’s just been poor records management—period. This is a system designed for police agencies. It tracks everything that we’ve been handwriting.”
Initial start-up cost for Crime Star is $3,000 plus a $300 annual fee. Crawshaw also asked to spend an additional $800 to purchase a laptop that is Crime Star compatible and can be used in the patrol cars. PC Solutions, in Ozark, will install the Crime Star server for about $1,200 as well as store a back-up system off site.
“I think this is a great idea for them. It is a quality reporting system,” Cave said. “We have to give these guys the tools so they can keep track of everything so we don’t receive a ‘poor’ rating—that is unacceptable.”
In other business, the meeting got heated when Cave announced she wanted to table appointing a water-sewer committee until the January meeting. Landlords Randy and Brenda Teague asked why a report couldn’t be given because a committee has already met.
“I understand your committee was all landlords, which is not a fair representation of the city,” Cave said.
But the discussion didn’t end there. In fact, it turned into a yelling match between the mayor and landlords.
The issue was first addressed in October when the board proposed establishing a water and sewer deposit fee for landlords on each of their rental properties, as well as requiring landlords to pay the water and sewer debts of their renters.
“We had $9,000 of bad debt from renters—bills that were never paid,” Cave said.
The bickering continued when former mayor Mike Younker asked if bids had been put out for the city’s annual excavating contract, which expires the end of the month and includes city snow removal.
“Aldermen, do you have any idea what contracts all end at the end of the month?” Cave said. “There is nothing in the way the accounting system is set up to alert us what contracts are up when.”
The board also annexed lot 5 in the Crestview Subdivision.
The next Sparta Board of Aldermen regular monthly meeting is slated at 6:30 p.m. Jan. 10 at City Hall.
