Special Session

Sparta City Hall

Special session was called to order by Mayor Mike Younker with Alderman Steve Beyers, Carl Hull and Jim Campbell all present. Alderman Raymond Hampton was absent from the meeting. Also present was City Attorney James Bowles. From the Missouri Department of Labor and Industrial Relations, representative Jeff Edmondson and Kevin Cox was also present for the meeting. Garrett McMurray was also present and Mike Evans, Public Works Director all present.

 

 

Representatives from Missouri Department of Labor and Industrial Relations presented the City with the Public Bodies Guidebook and a check off list. Mr. Edmondson states any time work is done for the City, other than it’s own employees, Mo Dept of Labor and Industrial guidelines must be followed. All Contractors must obtain a wage order each time they do a job for the City. Also the Contractor needs to turn in a certified payroll sheet for each job. Missouri Department of Labor and Industrial Relations can assess a fine to the Contractor if all the guidelines are not met. Each Contractor needs to complete a 10 hour safety training course and must post a wage order sheet so that all his employees have access to it. The City has the right to withhold any and all payments to Contractor if all paper work in not filed with Department of Labor and Industrial Relations and the City of Sparta. The City of Sparta needs to send project notification to Dept. of Labor before any work is completed. The City of Sparta needs a copy of payroll submitted to City on a weekly basis. The City of Sparta needs an affidavit of compliance filed by the Contractor before payment is made.

City Attorney James Bowles asks, if we have a contract with a Contractor, do we have to go through procedure every time. The City of Sparta has a maintenance contract that is used for “circumstances beyond our control”. City Attorney James Bowles says we need a new wage order every year. Representative Kevin Cox suggests we start over on a maintenance contract. The City of Sparta should go through the bidding process for each and every job that it contracts out. Representative Kevin Cox states we need a pin number to access the appropriate wage order.

Ratification of signatures of new platt for Dollar General property discussed. First motion to ratify motioned by Steve Beyers, motion seconded by Alderman Carl Hull. All in favor.

Mayor Mike Younker suggests to go into a closed session. Motion was made to go into a closed session by Alderman Jim Campbell, motion was seconded by Alderman Steve Beyers. All in favor. City Attorney James Bowles, City Clerk Deborah Snider and Garrett McMurray were asked to sit in on the closed sessions.
